Your first priorities in developing your Base should follow the recommendations of the tutorial. Late in the game, some of your soldiers will gain access to special PSI Abilities. It is absolutely essential that Assault troops never move into unknown territory without the benefit of protective fire, with squad mates in range and on Overwatch or ready to respond.
